The proposed amendments to the customs code were submitted to parliament, Slepnyov told reporters in Moscow today. The taxes would affect commodities including London Metal Exchange- traded metals, he said. The proposed duties would be linked to the prices of the commodities.
The government earlier this week ordered the resumption of a 5 percent duty on nickel exports in January. The duty was suspended for 11 months to aid producers, including OAO GMK Norilsk Nickel, Russia’s largest mining company.
The government has no plan to restart a copper tariff, which was also scrapped this year, or to tax fertilizer exports, Slepnyov said.
